The Illud are a rebel group of Kua Toa who broke off from the Deluvian Empire about 300 years ago. Among the changes they have made are replacing the Emperor with a High Council, changing the state religion from worship of Blibaal to worship of Larethal and adopting a much more concillatory attitude toward the terrestrial races. They still enslave other aquatic races, though.
