Duratania

Though Duratania's existence and its name has not been able to remain quite as secret as the gnomes intended, the location of their hidden city in the Feysky (which many gnomes call their "hope for the future") is held very tightly indeed.

Built on a constellation of naturally levitating stone blocks, supplemented by various platforms and other structures held aloft by an eclectic mix of pure magic, magitech and in some cases barely-augmented mundane lighter-than-air blimps, Duratania is suspected to contain the greatest single concentration of gnomish population anywhere in the three planes, who hope that the combination of secrecy and strength in numbers will help them to avoid or protect themselves from the sorts of catastrophes their people have suffered through the ages.

However, the survivalist subculture known as Whisper Gnomes (notably including Angel) believe that concentrating their people is a huge mistake, rendering them vulnerable to exactly the sort of single extinction event that they hope to hide from. Having lost the debate that led to the flying city's creation, most Whisper Gnomes have dispersed over time, spreading out throughout the planes to ensure that no matter what happened, some gnomes would survive somewhere.
