On Bessie's suggestion, I've created a banner people can add to articles they think should be merged into larger articles:

I'm not sure yet how we'll figure out whether or not to accept a suggested merger. Maybe a strawpoll? We can think of something when suggestions start getting made.
Anyway, if you see an article that should be merged, the template syntax is: {{Merger candidate|proposer=Your name|parentArticle=The name of the article with which you're suggesting the article should be merged.}}
Or in the GUI editor, select "merger candidate" from the insert tempalte list.
